Microsoft’s new gas plant complicates 2030 carbon goals
Microsoft and Chevron plan to develop a 2.67-gigawatt natural gas power plant in West Texas, making Microsoft's 2030 carbon elimination goal harder to reach.
Microsoft and Chevron announced plans on Monday to develop a 2.67-gigawatt natural gas power plant in West Texas. The project, known as Project Kilby, will provide dedicated electricity to a data center operated by Microsoft to support its cloud and artificial intelligence infrastructure. Under a 20-year power purchase agreement—which is a contract for electricity supply—the plant will provide dedicated electricity to the Microsoft-operated data center, and Microsoft will buy power from the power plant for 20 years. According to a press release from Chevron, the joint development will be “among the largest co-located natural gas power and data center developments in the U.S.”
To generate the electricity, the project will rely on turbine equipment from multiple suppliers. Two large turbines manufactured by GE Vernova will generate most of the power plant’s electricity. The remaining turbines will be provided by Solar Turbines, which is a subsidiary of Caterpillar. The involvement of Solar Turbines connects the project to other recent developments in the technology sector; the company’s equipment is also used by xAI in its unpermitted power plant located near Memphis.
The development represents a significant shift for Microsoft, which has been vocal about its corporate sustainability efforts. Although Microsoft has been telegraphing this move for months, the decision to partner on a fossil-fuel project marks a notable shift. Microsoft has previously pledged to eliminate its carbon emissions by 2030. However, the addition of this new gas-powered plant will make reaching that carbon elimination goal harder. According to the Environmental Integrity Project, a nonprofit organization, Project Kilby will potentially release more than 13 million tons of carbon dioxide, 3,200 tons of criteria air pollutants, and 278,000 pounds of hazardous air pollutants. Criteria air pollutants are regulated air pollutants.
