On Friday, the U.S. Defense Department announced it has signed agreements with Nvidia, Microsoft, Amazon Web Services, and Reflection AI. These deals allow the Pentagon to deploy the vendors’ artificial intelligence technology and models on its classified networks for lawful operational use. According to a statement from the U.S. Defense Department, the newly signed agreements are intended to accelerate the military’s ongoing transformation. Specifically, the department stated that these partnerships will help establish the United States military as an AI-first fighting force. The department also explained that the integration of these technologies will strengthen the ability of warfighters to maintain decision superiority across all domains of warfare.

The agreements mark a strategic shift by the Pentagon to diversify its AI vendor base. This diversification follows a dispute with Anthropic over the usage terms of its AI models. The Pentagon is actively working to expand its list of AI vendors to avoid relying on a single provider. The two entities are currently in a legal dispute. In March, Anthropic won an injunction against the Pentagon regarding the branding of the company as a supply-chain risk.

To prevent dependency on a single provider, the department is building an architecture designed to integrate multiple providers. According to a statement from the U.S. Defense Department, “The Department will continue to build an architecture that prevents AI vendor lock-in and ensures long-term flexibility for the Joint Force.” The department also emphasized the importance of utilizing domestic technology, stating that obtaining access to a diverse suite of artificial intelligence capabilities from across the resilient American technology stack is critical. According to the department, this access will provide warfighters with the specific tools they need to act with confidence and safeguard the nation against any threat.

Under the terms of the agreements, the AI hardware and models provided by the companies will be deployed within Impact Level 6 (IL6) and Impact Level 7 (IL7) environments. Both IL6 and IL7 are high-level security classifications used by the government for data and information systems. This deployment builds upon the department’s existing secure enterprise platform for generative AI, known as GenAI.mil. To date, more than 1.3 million DOD personnel have used the GenAI.mil platform.
